Linked Circles are an easy way to add one post/Public Chat to multiple Circles.
And you can only link your post/public chat with the Circle you've joined. So if you want to add your post/public chat to a Circle, you need to join the Circle first.

Can I add my post/chat to any folders of a Circle?

No. Not all folders allow members to put contents in it. If the folder is only open to the management team. You'll see a lock icon next to the folder.
If you didn't choose any folder, your post/chat will go to the default Posts/Chats folder of the Circle.

What are some linked Circle best practices I should know?

You should only link content that is relevant to the Circle you are posting in. Link contents randomly in various, unrelated Circles can be seen as spammy behavior.
