If you are a normal member of a Chat without Admin/Co-Admin privileges, you can only delete chat messages that you’ve sent. If you are the Admin/Co-Admin of a Chat, you can delete any messages. 

Deleting a chat message means that it will no longer be visible for anyone in the chat, not just yourself.
